Mission Statement
All residents of Charlestown are members of the Charlestown Residents Association.
The purpose of the Association is:
- To promote the health, comfort and safety of the residents of Charlestown
- To enhance participation of the residents in daily activities of the community
- To encourage mutual efforts between residents and management, to improve welfare and services, and to control expenses
- To foster communications between the residents and management
- To monitor legislation concerning the welfare of retirement communities
- To maintain a cordial relationship with the Board of Directors of Charlestown Community, Inc.
Twenty-one members of the Residents' Association are elected by the Association to serve as the Residents' Council for a term of three years. The Residents' Council administers the affairs of the Council and the Association.
The Residents' Council carries out its responsibilities through fifteen standing committees, each chaired by a member of the Council, aided by a cadre of residents with interests and skills appropriate to that committee's responsibilities. The President and the Vice President of the Council meet regularly with the Executive Director and his assistant to ensure open channels of communication between the Council and Management.

COUNCIL STANDING COMMITTEES
Benevolent Care Fund and Foundation – Focus attention on the Benevolent Care Fund and the Benevolent Care Foundation and their importance to residents. Advise the Gift Planning manager and the Benevolent Care Foundation manager in developing programs and activities that assure the Fund and Foundation are sufficient to satisfy the needs of residents in need of benevolent care.
Bylaws, Policies, and Procedures – Review existing Bylaws as circumstances dictate, and prepare any changes requiring a vote by the Residents’ Council or the Residents’ Association. Maintain and update the Policies and Procedures Manual and provide revised copies to the Council.
Communications – Coordinate the Charlestown communications network using the campus newsletters, bulletin boards, computer website and the television network to publicize the activities of the Residents’ Council and its committees.
Concerns – Acknowledge and account for resident suggestions and requests to the Council and direct such items to the appropriate Council committee, which will direct the item to its counterpart management department. Track and report monthly on these issues until resolved.
Dining Services – Evaluate all aspects of dining service and catering to the Charlestown resident community.
Conservation – Search for ways to conserve resources including suggestions from the residents. Cooperate with management to encourage efficient resource usage. Encourage conservation of resources and support GREEN initiatives. Report the results and status of all activities to the Charlestown Community.
Finance – Monitor and review financial matters pertaining to Charlestown Community Inc., keeping residents informed of significant developments.
Grounds – Monitor the natural and landscaped outdoor environment of the Charlestown campus including the flora and fauna. Maintain contact with and represent the Garden Club, Nature Trail committee, etc. to the Council.
Health Services – Evaluate all aspects of health care and medical service to all three levels of the Charlestown resident population.
Legislative/Political – Act as contact with legislative delegations and agencies, such as Maryland Department of Aging and senior interest groups, to keep residents informed of developments. Coordinate politically related events.
Maintenance and Engineering – Monitor function and condition of structural, mechanical, and electrical improvements, internal and external, on the Charlestown campus.
Nominations and Elections – Coordinate all aspects of recruitment, publicity, and conducting of elections to membership on the Residents’ Council as described by the Association Bylaws.
Resident Life – Look into all aspects of life at Charlestown to see what could be done to make living in the community ever more satisfying, pleasant and productive. Friendly Visitors and Birthday Angels are sub-committees of Resident Life.
Safety and Security – Review all aspects of resident environment, internal and external, relating to safety and security, including automotive traffic.
